Attributed Mission Indian Federation, a quasi-political group in Southern California, who argued for either American citizenship or autonomy from the Bureau of Indian Affairs on the grounds that the United States defaulted on the terms of the founding treaties.

Found with an identified image taken at an MIF conference at Jonathan Tibbett's Riverside California property (please see my other listings), also wearing the white cello buttons we see in addition to badges here.

The badges vary in size and shape suggesting an expanse of officers. Elder front row and just right of center wears a Border War era military uniform, a rather poignant detail.

FAINT pencil reverse reads Apache, whether that is accurate or not I cannot confirm.
